Position Description 

Short Term Consultant – Private Sector Development

 

Guinea, Conakry

The Investment Climate Advisory Services of the Africa Region of International Finance Corporation (IFC) has been working with the Government of Guinea and a range of private sector stakeholders to improve the investment climate in Guinea. Reforming the regulatory environment and improving its transparency and enable the small and micro enterprises (SMEs) to take full advantage of these reforms to enhance their productivity, profitability, and job creation potentials are some of the key aspects of IFC Investment Climate Advisory Services in Guinea.

 

A highly motivated consultant is invited to help the implementation of different components of the IFC project. Duties will include, but not be limited to the following:

 

  • Day to day consultation with a range of government agencies and collect administrative data from these agencies (often from very poorly managed and organized records). Creation of databases of various regulatory services of these agencies (such as, property registration, tax registration and filing, business registration, construction permit, electricity permit, etc.) in order to make these regulatory processes more transparent and publicly available.
  • Routine consultation with the Association of Notaries, Informal Sector Associations, and other relevant private sector stakeholder groups to collect required information from these associations as deemed necessary for IFC project implementation. Creation of databases based on this information and analyze the data.
  • Assist in analyzing and assessing the results of different regulatory processes and investment climate interventions – using relevant primary and secondary data.
  • Prepare summary data reports on business regulations and various investment climate reforms, analyze their determinants and economic effects, and prepare write-ups based on this analysis.
  • Conduction of focus group discussions, face-to-face, phone, or internet based surveys as needed for the project.
  • Maintain effective links and interactions with all the relevant stakeholders and local and international project partners and team members. Routine follow-up with all concerned for successful, timely, and efficient implementation of the project.
  • General support to various IFC projects as required.

 

 

Selection Criteria:

  • Advanced degree (Master’s degree) in statistics or economics; demonstrated experience of field survey, data collection and quantitative skills;
  • Ability to create and maintain database and ability to do data analysis in Excel or any other statistical package.
  • Relevant work experience in private sector development and/or quantitative issues.
  • High level of energy, initiative, and drive for results with agreed objectives and deadlines. Proven ability to self-start work without close supervision, handle several different tasks simultaneously, and deal with rapidly shifting priorities under pressure.
  • Strong client orientation.
  • Systematic, organized, patient and attention to accuracy.
  • Strong interpersonal and team skills; ability to develop effective relations within the team and with clients.
  • Ability to build effective working relations with local and international partners in the private sector.
  • Excellent oral and written communications skills in French are essential.
  • Strong oral and written communication skills in English are also desirable.
  • Strong knowledge of MS Excel is essential. Knowledge of other statistical package or database will be a plus.

 

The deadline of submitting application is Feb 20, 2013. Selected candidate should start the assignment from March 04, 2013 and finish by June 30, 2013. Extension of the consultancy service will depend on the performance, availability of project funding, and future needs.
